The Council suspended the issuing of urban-planning compatibility reports in September 2024 and extended it for another year in 2025. Without that report there is no registration with Turisme. But there are exceptions many owners do not know about, and there are procedures that depend on no moratorium at all. We start by telling you which group you are in.

What exactly is suspended
The suspension covers dwellings in collective buildings or blocks — including commercial premises within them — and estates or terraced bungalows that have common areas or horizontal division. What is suspended is not the licence itself but the municipal urban-planning compatibility report; and since that report is a requirement for the declaration to Turisme, the practical effect is the same: the file cannot start.
The exception almost nobody checks
Terraced bungalows without common areas or horizontal division fall outside the suspension. And what determines which group your property is in is not anybody’s impression: it is what the Land Registry says. That is why the first step of any serious assessment is the nota simple — and why it is also the cheapest.

What can be done today
- Preliminary feasibility assessment. Nota simple, land classification, permitted uses and the building’s bylaws. It is cheap, and sometimes the answer is no: we give it to you anyway.
- The short-term rental registry number, at the Land Registry. It exists in two versions — tourist use and non-tourist use — as separate files on the same property, and depends on no municipal moratorium.
- The annual informative filing. Submitted every year and referring to the previous one. A single filing covers both numbers, tourist and non-tourist. It is the step that most often goes wrong: a defective assessment can add two months.
- Full processing in municipalities without a suspension. The moratorium is El Campello’s, not the province’s.
- Notice when the suspension is lifted. We monitor the provincial bulletin and the regional official gazette daily. If the moratorium lapses or the final by-law is approved, we tell you the same day — before the queue forms.
The full file, as it really is
1Municipal urban-planning compatibility certificate. Descriptive report, site plan on the current planning with the exact location marked, and application. This is the step currently suspended in El Campello.
2Declaration to Turisme Comunitat Valenciana, with the municipal report’s code, the category, the number of places and civil liability insurance matched to the declared capacity.
3Rental registry number and, each year, the informative filing. This is where the file stays alive once everything else is done.
Two details that nearly always surprise: only places in bedrooms count in the register, although extra beds may still be advertised; and there is a two-month deadline from the communication to start the activity, after which deregistration is possible.

Urban-planning compatibility reports suspended for tourist dwellings
In September 2024 El Campello suspended the issuing of municipal urban-planning compatibility reports for tourist-use dwellings, and extended it for a further year in September 2025. It affects flats in blocks and estates with common areas or horizontal division; terraced bungalows without common elements fall outside. Without that report there is no declaration to Turisme. Check the current scope with the Council.

Supreme Court annuls the national short-term rental register
The Supreme Court annulled the provisions of RD 1312/2024 creating the single national register for exceeding state powers, while upholding the digital single window. Its effect on registry numbers already assigned and on the annual informative filing remains to be clarified: do not assume existing obligations have lapsed.
